Terms & Conditions

Last updated: October 2026.

1. Agreement and electronic records

These terms are a contract between you and Perfect Excel Studies Pvt Ltd (“we”, “us”) under the Indian Contract Act, 1872. By using this website or our student, agent or team accounts, booking an appointment or paying us, you accept them. Under the Information Technology Act, 2000, an agreement made, accepted or signed electronically, including by a one-time code sent to your registered email address, is valid and binding like a signed paper.

2. Who may use our services

You must be 18 or older to contract with us. A student under 18 may use our services only through a parent or lawful guardian, who signs for them and is responsible under these terms.

3. What we do, and what we do not

We counsel students on courses, institutions and countries, help prepare applications and documents, guide visa filing and give pre-departure advice. We are a private consultancy, not a government office, a university or an embassy. Admission, scholarship and visa decisions belong to institutions and governments. We do not guarantee any admission, scholarship, loan or visa and nothing we say should be read as a promise of an outcome. Rules change often; always check the official source.

4. What you promise

You will give us true, complete and genuine information and documents, and tell us quickly if anything changes. We will not prepare, alter or submit a false or forged document. False information can cause refusal, cancellation of an offer or visa, a ban on future applications, and criminal liability under Indian and foreign law, including the Bharatiya Nyaya Sanhita, 2023. If we find a document is not genuine we may stop work and are not bound to refund fees for work done.

5. Fees and taxes

Our fees are shown on the quotation or invoice we give you, before you pay. Unless it says otherwise, fees are in Indian rupees and are exclusive of GST, which we add at the rate in force and show on a tax invoice under the CGST Act, 2017. Fees charged by institutions, embassies, test bodies, couriers and others (application fees, tuition deposits, visa fees, health surcharges) are paid by you directly to them; we do not control them and they are governed by their own rules. You can pay by bank transfer, UPI, cheque, cash (within the limits of the Income-tax Act) or through our online payment link.

6. Refunds and cancellation

  1. Your first counselling session is free.
  2. Our service fees cover work done in stages. Fees for a stage that has been completed or started are not refundable. If you cancel before a stage starts, we refund the fee for that stage within 14 working days to the account it came from, after deducting any bank or payment-gateway charges we cannot recover.
  3. A visa or admission refusal that is not caused by our error does not entitle you to a refund of the fee for completed stages. If a refusal is caused by our proven error, we will correct the file at no extra fee or refund the fee for that stage.
  4. Money paid to third parties is refunded only as their rules allow, and we will help you ask for it.
  5. These rules do not reduce any right you have as a consumer under the Consumer Protection Act, 2019.

7. Appointments

Please cancel or change an appointment you cannot keep, using the link in your confirmation. We may reschedule if our counsellor is unavailable and will tell you as early as possible.

8. Your account and its security

You are responsible for keeping your password and any one-time codes private and for what happens under your account. Tell us at once if you think someone else has used it. We may suspend an account that is misused or put at risk.

9. Messages

You agree that we may contact you about your application by phone, WhatsApp, SMS and email. Promotional messages are sent only with your consent and you can stop them at any time.

10. Our content

The text, design, logo and tools on this site belong to us or our licensors and are protected by the Copyright Act, 1957 and other laws. You may use them for your own personal planning; you may not copy or resell them without our written permission. Estimates from tools such as the EMI calculator are indicative, not an offer of a loan.

11. Other websites and institutions

We link to third-party sites and name institutions for information. We are not responsible for their content, courses, fees or decisions.

12. Our liability

We will carry out our services with reasonable skill and care. To the fullest extent the law allows, we are not liable for indirect or consequential loss, or for loss caused by the decisions of institutions, embassies or governments, changes in rules, or events beyond our control (such as natural disasters, strikes, pandemics, network failures or government action). Our total liability for any claim connected with a service is limited to the fees you paid us for that service. Nothing in these terms limits liability that cannot lawfully be limited, including for fraud or for death or personal injury caused by negligence, or removes a right you have under the Consumer Protection Act, 2019.

13. Complaints and disputes

First, write to our Grievance Officer, the Director, at hello@perfectexcel.co.in (phone as shown on our Contact page). We acknowledge within 48 hours and aim to resolve the complaint within one month. If it is not resolved, the parties will try to settle it through mediation. A dispute that is still unresolved will be referred to a sole arbitrator appointed by agreement (or, failing agreement, as the Arbitration and Conciliation Act, 1996 provides); the seat is Sri Ganganagar, the language is English, and the award is final and binding. Subject to that, the courts at Sri Ganganagar, Rajasthan have jurisdiction. Nothing here stops you from approaching a Consumer Commission or any authority you are entitled to approach.

14. Governing law

These terms are governed by the laws of India.

15. General

If any part of these terms is found invalid, the rest stays in force. Our failure to enforce a term is not a waiver of it. These terms, with any quotation, invoice or signed agreement, are the whole agreement between us on the subject. Our Privacy Policy explains how we handle your personal data.

16. Changes

We may change these terms. The date at the top shows when. A change does not affect a service you have already paid for, unless the law requires it.
